Job Description

A leading construction project in Dubai is seeking an experienced HSE Manager to lead and oversee all Health, Safety, and Environmental operations across project sites. The successful candidate will be responsible for implementing robust HSE systems, ensuring compliance with UAE safety regulations, and promoting a proactive safety culture throughout the organization.

This position is ideal for seasoned HSE professionals with extensive UAE construction experience, strong leadership capabilities, and expertise in regulatory compliance, risk management, and incident prevention.

Key Responsibilities

HSE Management & Compliance

• Develop and implement HSE policies, procedures, and safety management systems
• Ensure compliance with UAE HSE regulations, Dubai Municipality standards, and company requirements
• Monitor adherence to safety policies across all project sites
• Maintain compliance records and support regulatory inspections

Risk Assessment & Site Safety

• Conduct risk assessments and hazard identification exercises
• Perform regular site inspections, audits, and safety evaluations
• Recommend and implement corrective and preventive actions
• Monitor workplace conditions to minimize risks and hazards

Leadership & Team Management

• Lead, supervise, and mentor HSE teams across project locations
• Promote a positive safety culture among employees, contractors, and subcontractors
• Support management in achieving organizational safety objectives
• Coordinate with project managers and site teams on safety-related matters

Training & Awareness

• Organize safety induction programs for new employees
• Conduct toolbox talks, safety briefings, and awareness campaigns
• Deliver training on safe work practices and emergency response procedures
• Promote continuous improvement in safety knowledge and behavior

Incident Investigation & Reporting

• Investigate accidents, incidents, and near-miss events
• Prepare detailed investigation reports and root cause analyses
• Implement corrective actions and monitor their effectiveness
• Maintain accurate HSE documentation, reports, and records

Requirements

Educational Qualification

• Bachelor’s Degree in Engineering is mandatory

Professional Certifications

• NEBOSH Certification required
• Level 6 HSE Qualification required

Professional Experience

• Minimum 10 years of UAE construction HSE experience
• Experience working with main contractors and large-scale construction projects
• Strong understanding of Dubai Municipality safety requirements
