Job Overview
Jazal Engineering & Contracting (JAZALEC) is looking for a Civil Procurement Engineer to support sourcing and subcontractor procurement for construction projects. The role requires an understanding of civil works, bills of quantities, engineering drawings and project specifications. The successful candidate will help evaluate technical and commercial offers, negotiate terms and select subcontractors in line with budget, scope and delivery requirements.
Key Responsibilities
- Source suitable subcontractors and suppliers for civil construction packages based on project requirements.
- Prepare requests for quotation and coordinate the collection of technical and commercial offers.
- Review BOQs, drawings and specifications to support accurate tender comparisons.
- Evaluate bids, clarify technical or commercial gaps and prepare comparison statements for review.
- Negotiate pricing, payment terms, execution schedules and other commercial conditions.
- Coordinate subcontractor selection and maintain procurement records, databases and award documentation.
Requirements and Qualifications
- Hold a bachelor’s degree in Civil Engineering.
- Have 3–5 years of construction procurement experience, particularly subcontractor procurement.
- Have proven experience in sourcing, tendering, technical and commercial evaluation and negotiation.
- Understand civil construction works, BOQs, engineering drawings and specifications.
- Bring strong communication, analytical, coordination and negotiation skills.
- UAE construction experience is preferred; defence, industrial facility, warehouse or shopping mall projects are an advantage.

This position calls for a commercially aware engineer who can compare offers objectively and maintain a clear audit trail for procurement decisions. The candidate should be comfortable coordinating with engineering, project and commercial teams while managing competing deadlines and ensuring that requirements are properly understood before commitments are made.
