Public Relations Officer (PRO)

Zoya Developments is seeking an experienced Public Relations Officer (PRO) to keep its Dubai operations moving smoothly through government channels. The ideal candidate has spent real time navigating UAE construction or contracting bureaucracy and is fluent in both English and Arabic — a must for the constant back-and-forth this role demands.

You’ll be the company’s point person for licensing, government approvals, labor and immigration processes, making sure every document, permit, and renewal stays compliant with UAE regulations. It’s a role built on relationships and know-how — knowing which office to call, which form comes next, and how to keep things moving without delays.

Given how much of Dubai’s construction sector runs on government-facing paperwork, strong hands-on experience with DDA, Dubai Municipality, MOHRE, and GDRFA is essential — this isn’t a role you can learn purely from a manual, it comes from having actually walked these processes before.

Key Responsibilities:

• Manage company licensing, permits, and government documentation
• Coordinate with UAE government authorities for approvals
• Handle labor, immigration, visa, and residency procedures
• Ensure compliance with UAE laws, regulations, and requirements
• Liaise between internal departments and external government entities
• Track renewal dates for licenses, permits, and official documents
• Maintain accurate records of government transactions and approvals
• Support other PR and government-related responsibilities as needed

Requirements:

• Minimum 5 years of UAE experience in a contracting or construction company
• Fluent in English and Arabic, spoken and written
• Strong knowledge of UAE government procedures and approval processes
• Hands-on experience with DDA, Dubai Municipality, MOHRE, and GDRFA
• Proven experience processing licenses, permits, labor, and immigration approvals
• Excellent communication, organizational, and coordination skills
• Able to manage multiple government tasks while staying fully compliant
• Valid UAE driving license preferred
