A leading Tier 1 Main Contractor in Dubai needs an experienced HSE Officer / Inspector to support its major high-rise construction projects. This role is well-matched to safety professionals with deep construction-sector experience who take workplace safety seriously and are ready to enforce it day to day.
The role covers on-site HSE compliance, ensuring the project sticks to safety regulations, and working hand in hand with project teams to keep the site genuinely safe — not just compliant on paper. Candidates with EMAAR project experience, recognized HSE certifications, and short-notice availability will have an advantage.
High-rise builds bring their own risk profile, so beyond routine inspections, expect real accountability for incident investigation, root-cause analysis, and pushing a proactive safety culture across every level of the project team, from labor crews to site management.
Key Responsibilities:
- Monitor and enforce HSE policies across construction sites
- Conduct regular site inspections, safety audits, and risk assessments
- Ensure compliance with local regulations and project safety standards
- Investigate incidents, identify root causes, and recommend fixes
- Deliver safety briefings, toolbox talks, and awareness sessions
- Prepare and maintain HSE reports and compliance documentation
- Coordinate with project management to improve site safety performance
- Promote a proactive safety culture throughout project activities
Requirements:
- Minimum 10 years of HSE experience in construction
- Previous work on high-rise building projects
- NEBOSH or equivalent HSE certification required
- EMAAR project experience highly preferred
- Strong understanding of UAE construction safety regulations
- Excellent communication, reporting, and problem-solving skills
- Currently based in the UAE
- Immediate joiners or short-notice candidates preferred
